My first time in Paris I caught the underground each day to a random destination, then just walked vaguely in the opposite direction all day, arriving back at the youth hostel exhausted each day.  No maps, no plans, not even a check-list of Things I Have to See, yet i stumbled upon all of them.  "Oh, there's the Eiffle Tower. I used the "Historic City" one, and it was great.&lt;/p&gt;&lt;p&gt;In terms of food, also consider markets. I stumbled across one which ran only two days a week, but the food was fabulous and much cheaper than anything you'd find in a restaurant or even a bakery. I got enough to last me for 2-3 meals for 11.50 euros. I went to Paris with a tour group, but I would love to return and just spend my time doing exactly what I would like to do.  You are so right about the fact that Paris has so many things to offer that are virtually free that you can totally enjoy yourself.
